Prado Valley One HOA Meeting Minutes – Saturday September 26, 2026
Quarterly Membership Meeting ~
In Attendance: David Shavor, Sherry Malone, Mike and Kymarie Stotts, Leonard and Cindy Valdez, Carolyn Shubert, Jack Bassett, Tracy McBride
3:00 pm Meeting was called to order.
Minutes from previous membership meeting were read and approved
Treasurers quarterly report: The quarterly financial report was presented
OLD BUSINESS:
Unpermitted shipping container. A follow up conference call meeting was held on 9/15/26 with the ACC and Mr. and Mrs. Umi regarding the presence of a 20’ shipping container on the Umi’s lot along Buffalo Trail. Although the Umis declared they were looking for a home builder, they had not provided to the ACC any acceptable construction plans, schedules, or permits. Mr. Umi requested the ACC to grant them additional time to prepare for construction or relocate the container. The request was denied since more than enough time had already been granted resulting in no progress. Mr. Umi indicated he is willing to sell the container. It was advised to post the container for sale in the Abiquiu News or Craigslist. If the shipping container is not removed by 9/30/26, a $100.00 per month fine will be imposed until the Umis comply with the protective covenants associated with their lot.
NEW BUSINESS:
Kinetic’s fiber optic upgrade: Contractor, Uniti, hired by Kinetic, was in the area in August/September trenching to install new fiber optic Internet cable intended to replace Windstream’s copper cable. No prior notification of the project was received by anyone in the subdivision. The ACC & HOA board members met with the Kinetic OSP Manager Frank Quintana and Uniti coordinators/installers on 9/1/26 to discuss the project’s scope of work and agreed to coordinate with the road committee where to trench to minimize disruption to high road erosion areas. It was also agreed the Uniti team would return to the subdivision when the work was completed to address any clean up or leveling issues the trenching would have created. After the trenching was completed, Cindy Valdez reached out to Kinetic on Wed. Sept 23rd, to request a time frame for when the contractor would return. No return call from Kinetic was received prior to this HOA meeting. On Sunday, 9/27, Cindy sent an email to Frank Quintana and coordinators requesting them to follow up with the HOA. And provided them with images of the road erosion on Read Bluff (Rocket Launch).
Frank Quintana said not all properties in the community will have access to the new service in this phase of the project. If anyone wants to connect to the new fiber optic service, they will need to call Kinetic and check on availability and request to be hooked up. There is no installation fee and the homeowner has 30-days to decide to keep the service or have it disconnected. After the 30-days Kinetic will bill the homeowner. No service costs information was provided at the 9/1 meeting.
Fire Safety: Several members attended a wild fire safety and mitigation presentation hosted by the Abiquiu Volunteer Fire Dept. Tracy McBride presented highlights from that meeting and handed out emergency contacts for the AVFD.
Road Committee Report:
Two loads of base course was purchased and delivered and spread on the road between the concrete culvert bridge and the intersection of BT and Bean Creek Dr. Mike used his tractor to fill in the holes with base course. Mike, David, & Leonard worked together to use Mike’s tractor and rock grader implement to smooth out the washboard effect of Bean Creek Dr. and BT.
Mike and Leonard assessed the subdivision roads after the torrential rain we received on Friday, 9/25. Mike will use his tractor to work on the roads and bar ditches, or lack of, the best he can on Sunday. Jack said he could also volunteer some time with his backhoe if needed.
Mike is working on obtaining a quote for a bull dozer contractor to perform work on Rocket Launch and Rocky Bluff roads.
Additional areas of road repair was discussed – such as, improving the subdivision entrance area, creating a new gabion in arroyo near Jill and Art’s house on Rocky Bluff, moving dirt/sand to existing Rocky Bluff gabion, and back filling gabion near Tracy’s house on BT.
Meeting adjourned – 4:00 pm – by Sherry and seconded by Dave, followed by the HOA’s annual BBQ
