Prado Valley One HOA Meeting Minutes – Saturday June 20, 2026

Quarterly Membership Meeting ~

In Attendance:  David Shavor, Sherry Malone, Mike and Kymarie Stotts, Leonard and Cindy Valdez, Leah Hardy, Carolyn Shubert, Jack Bassett, Michael Hellberg, Evanna Gleason, Tracy McBride, Andy McWhirter

4:10 pm Meeting was called to order.  

Mike made introductions and welcomed new members to the meeting Michael Hellberg and Evanna Gleason

Minutes from previous membership meeting were read and approved

Treasurers quarterly report:  The quarterly financial report was presented.

OLD BUSINESS:

ACC members met with owners of the lot on Buffalo Trail where 20’ shipping container is located.  It was agreed the owners would provide construction plans for a home on the site.  The plans were received by the Committee and determined inadequate and do not comply with the property’s protective convenience.  ACC plans to advise property owners of their options and also recommends they relocate the unpermitted shipping container off the property.  A time frame for compliance will be determined.

Road Committee Report:   

Rock material was purchased and delivered to Rocky Bluff area on March 20th.  HOA volunteers on Sunday afternoon gathered to stabilize the Gabion and fill the gabion with additional rocks.  More volunteer work is needed to complete this project.  Please reach out to Mike Stotts if you help out.

Some road reflectors have been installed and additional reflectors will be added as needed.

No progress on road grading and bar ditch work.  The road committee continues to address road grading work for subdivision roads.  The inhibiting issues are: lack of significant rain and availability of contractors and equipment.  The road committee is working to provide base-course material on Bean Creek Dr.  

Gabion work is completed.  Waiting for rain so the team can start back filling between road and gabion.

Mike Stotts is using rock to mitigate erosion areas and arroyo on Rocky Bluff.

NEW BUSINESS:

Abiquiu caterpillar contractor quote to widen Rocket Launch and work on Rocky Bluff arroyo is expected in the July 2026 timeframe.

Last grader estimate was $100.00/hr.  Road material and delivery costs continue to rise.  A load of base curse delivered is $475.00

Lots in Unit 14 , R029176 and R029177,  belonging to Ramona Reid have been listed for sale.  The shipping container on lot R029176 is in violation of covenants and county ordinance requiring all shipping containers be permitted by Rio Arriba County P&Z.  A formal complaint will be filed with the County for code violation this week on behalf of neighboring residences in Units 14/15.  HOA members who wish to file a separate complaint with the county may do so.  Use the county lot id: R029176 parcel # 1-039-136-272-487 as the location of the violation.  Reason for complaint is – abandoned and unpermitted shipping container on residential property. Tracy McBride acknowledged Mike Stotts for his work in cleaning up and disposing of debris left by Myisha Boyde on Yermo rd. lot.

Next meeting is scheduled for September 26, 2026: Meeting @ 3:00 pm with a follow BBQ.  Venue to be determined.
