Treasurers quarterly report: The quarterly financial report was presented.
OLD BUSINESS:
Road Committee report: The road committee and HOA member volunteers participated in a road repair construction project on June 1, 2024. Tasks completed in the 6 hour time frame included installation of 10 wire gabions in arroyo to mitigate road erosion on Rocky Bluff. The gabions are partially filled and will require additional material to complete the project.
Mike Stotts will request a quote for additional rocks for the gabions. Up to $500.00 was approved for rock purchase and delivery
Road work projects were discussed resulting in a project priority list…
1. Bean Creek hill needs rocks removed Sunday 6/23/24 has been scheduled for tractor work on Bean Creek hill. Volunteers may contact Mike Stotts for details
2. Bar ditches on areas of subdivision roads need to be completed: TBD
3. Order and schedule additional road base material for subdivision roads as needed. Up to $500.00 was approved for road base material acquisition: TBD
The condition of Rocket Launch hill has deteriorated with the recent rains and increased traffic. Repair costs for material and labor needs to be determined. Leonard Valdez proposed the HOA request donations to fund the project from property owners who regularly use Rocket Launch hill as egress to their property. It was noted property owners are responsible for a $200.00 construction fee during construction of their primary home due to heavy equipment traffic on subdivision roads.
NEW BUSINESS:
New construction: Construction of primary residence on 5 Pinion Rd. is well underway. Well drilling and well utilities are complete. Trenching for utility services on Pinion Rd is expected to begin soon. Once trenching begins, a portion of Rocky Bluff will temporary be closed. Property owners who access these roads will need to detour to Corona Rd.
Proposed 2024 Protective Covenants: The Covenant Review Committee has completed the 2024 protective covenants final draft which will be available for member review by July 1st 2024. If an HOA property owner would like to formally participate in the review process please reach out to one of the committee members for information.

OLD BUSINESS:
Road Committee report: The road committee completed an inspection of problem areas of roads in the Subdivision. They have compiled a list of road repairs and will attempt to address each issue by assigned priority and funding.
1. Repair exposed culvert hazard on Buffalo Trail: Road repair material was purchased. Mike Stotts and Leonard Valdez repaired an eroded portion of Buffalo Trail that had an exposed culvert. Finish work on this section of Buffalo Trail should be completed by May.
2. Road work on Rocket Launch and improve bar ditch erosion. – In planning stage
3. Address blocked culvert near subdivision entrance on Bean Creek. – In planning stage
$600.00 was approved for hired contractor/equipment to assist HOA road committee with road repair.
April 13th 2024 has been approved for a work day to assemble gabions that will be used to address road erosion areas of the subdivision roads. Please check the HOA website for time and location.
* Road improvements can only be accomplished when HOA members put in the effort do the work. *
Exposed Wire: Some exposed wire remains visible along Buffalo Trail and Rocky Bluff. Kinetic has not addressed the issue and will need to be contacted again.
NEW BUSINESS:
New construction: Construction plans were received for residence located at 5 Pinion Rd. The ACC is in the process of reviewing the plans. Well drilling continues on this property and utility trenching is expected to take place in early April. Once trenching begins, a portion of Read Bluff/Rocky Bluff will be closed. Property owners who access these roads will need to detour to Corona Rd. A notice will be posted on the HOA website.
2024 Elected Officers: Elected HOA treasurer Debbie George will not be assuming the treasurer duties at this time. Cindy Valdez will continue as treasurer for 2024. Tracy McBride agreed to provide additional administrative assistance as necessary.
2024 – 2026 Board of Directors: Mike Stotts, Sherry Malone, Cindy Valdez
Executive Committee: The Compliance Committee has changed its name to Covenant Review Committee to better reflect the work being done. A new Compliance Committee (members TBD) will be responsible for reviewing compliance and rule violations of the current HOA protective covenants.
Proposed 2024 Protective Covenants: The Covenant Review Committee has been working on the revision of the 2014 protective covenants. A final draft will be available for review in early April. If an HOA home owner would like to formally participate in the review process please reach out to one of the committee members for information.

Prado Valley One HOA Meeting Minutes – Wednesday December 13th 2023 General Meeting and Annual Meeting of Directors

Treasurers quarterly report: The quarterly report was presented detailing year-end overview of expenditures.
OLD BUSINESS:
Vote to increase yearly membership dues. A letter and voting ballots were emailed/usps mailed to all paying members in good standing on November 4th. As of this date (12/14/23), the resulting vote count to increase the yearly base dues payment amount from $150.00 to $225.00 has a majority approval. The increase will be reflected in the 2024 membership dues invoices.
Road Committee report: Members of the road committee met with prospective contractors to discuss needed repair work on Rocket Launch and Buffalo Trail including bar ditch work. In the May 2024 time frame the committee will obtain quotes and prioritize the work according to contractors availability and the HOA’s financial status at that time.
Reviewed status of non-compliant member issues.
Pinion Rd. Restoration Project: Road survey on the NE portion of Pinion Rd. is complete. Basic road work completed.
Exposed Wire: Cindy Valdez contacted Jemez Electric to report a possible exposed electrical wire on Buffalo Trail across from Tracy McBride’s house. Jemez field technician came out and investigated the area. Reported the cable was not theirs and was most likely an old communications cable. Jemez did restoration dirt work around their junction box in the area. We will reach out to Kinetic (Windstream) and request they inspect the exposed cable on Buffalo Trail as well as exposed cable on Rocky Bluff.
NEW BUSINESS:
New HOA members: Alex Leonard of Albuquerque bought 1.25 AC lot on Big Fork Dr.
New construction: Site plans were reviewed and approved for 5 Pinion Rd. and 31 Yermo Dr.
Rio Arriba County land auction: On November 15th Rio Arriba county held a land auction to sell off properties with unpaid taxes. The sale was held at the county court room in Espanola, NM. 3 HOA properties were on the auction list. 2 of those properties were removed from the list due to the back taxes being paid prior to the start of the auction. The remaining property, ½ acre lot on Pinion Rd., was sold. Every year the County has a land auction. If a property owner is considering selling or forfeiting their land they can contact the HOA and see if anyone in the HOA would be interested in it.
Property liens: On November 5th 2023 the HOA board members agreed to implement a policy for initiating real estate liens on member properties that have overdue or unpaid membership dues and fees.
2024 Officer Election: Mike Stotts was nominated as HOA president and accepted. Sherry Malone accepted her nomination as Vice-President. Cindy Valdez will continue as HOA Secretary and Debbie George will assume the position of HOA Treasurer.

New Executive Committee: An executive committee has been recognized. The new Compliance Committee’s objective is to review and propose revisions of the current HOA by-laws. Board approved updates to the by-laws will be filed with the NM state corporation commission.

Treasurers quarterly report was presented by treasurer. Treasurer presented a detailed historical report on the HOA’s financial commitments, expenditures, and receivables. Due to increases in services and material, members discussed proposing a much needed 2024 dues increase to cover planned HOA expenditures.
OLD BUSINESS:
Road Committee report: No road maintenance was performed this quarter due to lack of adequate rainfall in the area. No new expenditures were made. The adjectives from the last meeting are still valid. There is no new status regarding the Gabion project. The road committee is planning to meet in October to begin the Gabion project by obtaining material to make a prototype. If any members would like to be a part of the project please contact Mike, David, or Leonard.
Someone added more rocks to Rocket Launch in an effort reduce the size of the spin out holes but the rocks only made the road condition worse. Volunteers cleared off most of the added rocks this week. Please do NOT add rocks to Rocket Launch. The road committee is doing what they can and are trying to find contractors to provide bids to repair the road. If you drive Rocket Launch please use 4-wheel drive if your vehicle is equipped. If 4-wheel drive is not an option drivers may consider driving Buffalo Trail which is in better condition until Rocket Launch can be repaired.
Storage container on Unit 14 property. No new status.
NEW BUSINESS:
Exposed Wire: There is an exposed electrical wire on Buffalo Trail near Tracy McBride’s house. It was suggested we take a photo and send it to Jemez Electric and see if they will come and inspect the wire to determine if it is in use.
Buffalo Trail bar ditch with culvert is in need of fill material. Problem area is on the northern part of Buffalo Trail on the south side of the road.
HOA dues: The current membership dues schedule was adopted in 2014. Now as we approach 2024, the dues amount collected is inadequate and prohibitive for funding HOA projects. It was proposed the HOA annual dues structure be increased starting in calendar year 2024. It was agreed a $75.00 – $100.00 increase to the base payment needs to be made. A letter will be drafted and sent to HOA members in November.
2024 Officer Election: President, Vice-President, positions are up for election in December 2023 for 2024 session. Members must be in “Good Standing” to qualify for an officer position. Officer tenure consist of two (2) years. Cindy Valdez will continue as Secretary and Debbie George will take over as Treasurer.
The next meeting will be on Wednesday, December 13th at 6:30 pm. Tentative host: Valdez residence (45 Pinion Rd.).

Treasurers quarterly report was presented by treasurer. Treasurer presented a detailed historical report on the HOA’s financial commitments, expenditures, and receivables. Comments were accepted and questions answered.
OLD BUSINESS:
Road Committee report: Jack Bassett repaired the south/west approach corner of the Bean Creek bridge that had been washed away by recent rains. There is no new status regarding the Gabion project. The road committee plans to meet to assess the location for gabion placement as well as decide on the material for a prototype design. Tentative meeting is scheduled for Friday June 16th at 1:00 in the afternoon. If any members would like to be a part of the project please contact Mike, David, or Leonard.
The condition of Rocket Launch has become noticeably worse with several exposed rocks and moguls. Since the HOA does not have the proper equipment to resolve the issue, Leonard Valdez will try to contact Flavio’s paving to obtain a quote to grade the hill.
PVOHOA road signs: Discussion about road sign disappearance and vandalism. Anyone who witnesses HOA property vandalism should make a police report and contact an HOA board member.
Storage container on Unit 14 property. No new status.
NEW BUSINESS:
Unauthorized 4×4 ATV/UTV activity: Non-community ATV/UTV accessing HOA maintained roads is still an issue. Property owners are encouraged to enlighten ATV/UTV users that the roads are private and non-resident use is prohibited. If ATV/UTV activity is destructive, please contact local law enforcement and take pictures of the vehicle’s license plates.

OLD BUSINESS:
Road Committee report: The HOA’s Road Maintenance Committee conducted a road assessment on March 5th. Committee member Pete Gianniny composed an assessment report and presented it to the members. Report was followed by comments and discussion regarding proposed 2023 road maintenance projects and funding.

NEW BUSINESS:
Roads: David Shavor researched the availability and cost of possible flood mitigation solutions. He proposed the road committee look into making DIY Gabion style flood prevention using used chain link fencing and readily available rock from the neighborhood. The Road Committee will reconvene to organize a Gabion Project for 2023.
Pete Gianniny proposed the board consider allocating a percentage of the HOA’s budget be specifically used for road maintenance. It was agreed, after a budget analysis, that up to 50% of the available balance could be applied to the cost of road maintenance such as labor, contractors, material, reflectors, etc. $2,500.00 will initially be available to the road committee for implementing 2023 projects. Future road maintenance budget will be evaluated on a yearly basis.
Leonard Valdez confirmed road committee membership. Cindy will update the HOA web site to remove Tracy from the Committee and add Mike Stotts.
Russian Thistle (tumble weeds): Tracy McBride requested a community weed raking/burning activity for the Spring. Due to member availability the request was tabled. Property owners are encouraged to clean up (rake and burn) weeds along the HOA roads when the weather permits.
Unauthorized 4×4 UTV activity: It was brought to the attention of the members of non-HOA member UTV activity on Prado Valley Roads. Property owners are encouraged to enlighten UTV users that the roads are private and non-resident use is prohibited. If UTV activity is destructive, please contact local law enforcement and take pictures of the UTV’s license plates.
2023 HOA dues: Several HOA members have not sent in their 2023 membership dues payments. Reminder letters will be sent out in April. Tracy will provide treasurer with email addresses for some non-HOA property owners on the West mesa who access Buffalo Trail and Bean Creek Rd. Treasurer will compose and send out a request to West mesa residences for road maintenance donations.
The next meeting has been scheduled for Wednesday June 7th, 2023, 6:00 pm @ Mike and Kym Stotts residence.

OLD BUSINESS:
Road Committee report: There was no new road maintenance to report.
Bean Creek Dr. arroyo flooding: David Shavor would like to request Matthew Miller to follow up with Ann McDaniels regarding the possibility of a Land Trust transaction to obtain Ms. McDaniels 11 AC property in order for the HOA to provide flood prevention measures on the land. Leonard Valdez will reach out to Matthew.

NEW BUSINESS:
Roads: In preparation for future road work, Leonard Valdez reached out to local material providers for information on available road material and cost. Previous road maintenance contractors are no longer available and new contractors will need to be located who would be available for hire for anticipated maintenance in the Spring (2023). The road maintenance committee plans to convene a couple weeks prior to the next HOA meeting to survey the HOA roads and develop a proposed maintenance plan for 2023. Currently Rocket Launch hill is in very poor condition. It was requested that residence who use Rocket Launch contribute funds to the maintenance of the hill. Please contact Leonard Valdez if you use Rocket Launch and are willing to make a contribution.
Home Security: A recent home break in was discussed and all are encouraged to be as vigilant as possible to report observed suspicious behavior within the Prado Valley Ranch community. Contact the Rio Arriba Sheriff’s Office, 505-753-3329.
Russian Thistle (tumble weeds): As usual, tumble weed is a problem for all property owners. Property owners are encouraged to clean up (rake and burn) weeds along the HOA roads when the weather permits. The HOA possesses a County issued burn permit so please contact Leonard Valdez for the information and contact the County prior to a scheduled burn.
2023 HOA dues: HOA dues are being processed and invoices will be in the mail this week. Payment may be submitted via USPS or electronically.
The next meeting has been tentatively scheduled for Wednesday March 8th, 2023, 6:00 pm @ Mike and Kym Stotts residence.

Prado Valley One HOA Meeting Minutes – Saturday, September 24, 2022

OLD BUSINESS:
Road Committee report:
- Road Signs: The small yellow/black road hazard signs intended for Buffalo Trail have yet to be installed. Dave and Leonard are coordinating to provide the necessary posts and hardware for the installation.
- Weather and the elements has eroded the work previously done on the partially exposed culvert on Bean Creek Dr. up near the PVR entrance. The road committee plans to do some tractor work to cover the culvert before winter weather sets in.
- Leonard Valdez provided an update on the arroyo flood mitigation efforts parallel to Bean Creek Dr. The heavy equipment contractor (Steve Giageos) has not returned calls therefore his services are not an option at this time. Flood control is an ongoing issue and essential to the integrity of Bean Creek Dr. and accessibility to all properties in Prado Valley Ranch. The road committee will keep the board posted on future progress.
HOA secretary revised the HOA website to include the 1970 Protective Covenants as well as revised the current HOA disclosure statement.
NEW BUSINESS:
With all the rain we received this year the condition of Bean Creek hill and Rocket Launch has been degraded thus exposing rocks along the edges of the road. It was agreed HOA members would meet at Rocket Launch on Saturday, October 1st at 10:00 am to remove the exposed rocks. Volunteers are needed. It shouldn’t take but an hour or so depending on how many people help. It was requested, specifically after dragging the road, if larger rocks are turned up and present possible vehicle damage, if people would please stop and move the rock(s) off the road.
Discussion relating to the possible opportunity to acquire an 11 acre lot in Unit 14 that parallels Bean Creek Dr. David Shavor presented information prepared by Mathew Miller regarding the HOA’s 501c4 non-profit status and what state and/or federal funds may be obtainable for flood mitigation efforts should the lot be acquired by a Land Grant. David Shavor plans to follow up with the property owner to discuss.

Prado Valley One HOA Meeting Minutes – Wednesday, June 22, 2022

6:09 pm Meeting was called to order.
Minutes from previous meeting were read and corrected in Old Business to read “vehicle” instead of “4-wheeler”. Motion made to approve as corrected and seconded.
Treasurers report was presented by treasurer.
OLD BUSINESS:
Road Committee report:
- Road Signs: All road signs received from Robin Cutter have been installed with the exception of the smaller road hazard signs intended for Buffalo Trail. Dave and Leonard will coordinate to provide the necessary posts and hardware for the installation. The Private Road sign installed at the forest fence where the private road begins, behind the Cutter’s house, has gone missing. Someone has removed the sign and post. We will not replace the sign.
- The work to uncover the culvert and grade the gully on Bean Creek near the entrance has been filled in with dirt from winds and one of the reflectors missing or covered. It was decided due to budget concerns and HOA priorities that no additional work to remove the culvert will be undertaken at this time. The project will be on hold and re-evaluated next year. The road committee will attempt to replace or restore the missing reflector.
- It was agreed there will be no coordinated weed burning on Buffalo Trail this year.
- Illegal shipping container located on HOA property: The board provided an update on the status of removal of the 40’ sea freight container located on HOA property in Unit 14. The board is engaged with legal counsel to resolve the issue. HOA Secretary will compose a synopsis of the case for board review and follow up with legal counsel.
NEW BUSINESS:
HOA secretary will revise the HOA website to include the 1970 Protective Covenants as well as revise the current disclosure statement.
Leonard Valdez advised the board on the status of the arroyo flood mitigation efforts parallel to Bean Creek Dr. He is in contact with a heavy equipment contractor (Steve Giageos) to estimate the cost to provide bulldozer work on a section of the arroyo that has a high potential to cause flood damage to Bean Creek Dr. The board approved $1,500.00 for the work.
The next meeting has been scheduled for Saturday September 24th, 2022. This meeting will also be the HOA’s annual BBQ hosted by Debbie George. It was suggested non-HOA members who share our roads be invited to the potluck BBQ. Invitations will be emailed out to non-HOA members.

Minutes from previous meeting were read and corrected in Old Business to read “2 safety road signs warning of blind hill’ instead of “blind curves”. Motion made to approve as corrected and seconded.
Leonard Valdez presented the quarterly Treasurer’s Report. Sherry requested more information on the administrative costs. Leonard explained that came from the prior meeting agreement to pay the Sec/Treas. $15/hr and that it required additional hours this quarter due to arranging for road signs, research and letter preparation regarding the sea freight container in Unit 14 and related work with legal counsel and Rio Arriba Planning and Zoning, dues assessment and notifications, banking, and web site administration.
OLD BUSINESS:
Road Committee report:
- Leonard Valdez worked with Jeff Sackett to grade the gully and culvert on Bean Creek. The low side of the culvert had been covered by a piece of plywood blocking water flow. This was removed and slight speed hump made to help divert water flow and slow traffic.
- Leonard Valdez and Pete Gianniny blocked the hill with deadfall, where 4-wheelers were eroding the bank near the smaller Bean Creek Rd “bridge”. Leonard also installed several T-posts at the roadside to further impede 4-wheeler access.
- Speeding vehicles (especially FedEx and UPS trucks). Speed limit signs have been delayed as Robin Cutter came down with Covid-19 just as she was ready to order speed limit signs. Wording was agreed to say: “WHOA Speed Limit 20 mph”.
- Speed bumps and dips. Swales or dips seem to be more effective at traffic calming, as they tend not to erode as quickly as “bumps” with our sandy soil. Dave Segura will quote with suggested frequency. Ft Defina Drive was cited as an example where three “dips” should achieve the desired result. “Dips” must lead to drainage ditches to prevent water accumulation in the roadway. Andy McWhirter suggested adding road signs to alert motorists of these dips and David Shavor offered to make these signs.
- Reflectors at culverts. Cindy Valdez ordered and Pete Gianniny installed reflectors at culverts on Buffalo Trail and at the two Bean Creek Rd bridge sites.
- Road sign for Ft Defina Drive has been ordered (Robin Cutter).
- Weed burning on Buffalo Trail on Jan. 22 by Leonard and Cindy Valdez, Pete & Laura Gianniny/i, Carolyn Shubert, Tracey McBride. Completed section from Ft Defina to the large culvert at the top of Buffalo Trail (below Tracey’s house).
NEW BUSINESS:
Tracey McBride agreed to coordinate the next weed burn on Buffalo Trail from where we left off, up to Yermo Dr. Time frame is tentatively for after the windy season, late May or early June.
Removal of Sea freight Container from property adjacent to Bean Creek Drive. The property owner has been made aware that the storage container is in violation of the HOA Covenants and is required to relocate the container off of the property as soon as possible. Fines will be assessed until the container is removed.
Mike Stotts will submit plans to the Architectural Committee for an outbuilding on his property

OLD BUSINESS:
Road Committee status report was presented by David Shavor. David installed 2 safety road signs warning of blind curves. David is still wanting to upgrade the road drag he uses to smooth rough spots in the roads. Leonard Valdez will help out with the dragging when David is unavailable.
Speeding vehicles through the sub-division continues to be an issue. Installing speed humps in areas where needed was discussed. Robin Cutter offered to provide speed limit signs in hopes people will slow down before we resort to speed humps. Cindy will research signage and follow up with a design.
NEW BUSINESS:
Fixing the water washout damage on Bean Creek and the exposed culvert near the entrance to the sub-division was discussed. Leonard will contact Jeff Sackett to resolve the problem and provide a cost estimate for the work.
Some of the HOA maintained roads have steep drop-offs on the sides that are hazardous. It was suggested we purchase and install road reflectors in those areas.
Laura Giannini would like the misspelled Ft. Delfina road sign changed to Ft. Defina. Cindy will order a new sign.
Laura proposed to change the street name Ft. Defina to Coyote Trail to distinguish it from Ft. Defina road that runs along El Rito Estates. She will contact the County about what is required to implement the name change.
2022 elections: We received no write in nominations for replacing our current HOA officers. During the meeting Sherry nominated Andy McWhirter for Vice President and Leonard Valdez for President. Unanimously seconded. Both accepted. A motion was made to allow $15.00 hour payment for work provided by secretary/treasurer officer. Cindy Valdez will continue as Secretary/treasurer. Daily logs will be kept and the expense reflected in the quarterly treasurers report.
Concern regarding a non-authorized storage container on an HOA lot was noted and discussed and will be addressed by the Architecture Committee.
Seasonal weed cleanup: Jill and her helper have been working hard on tumbleweed clean up on the HOA roads. Hats off to Jill, her work did not go unnoticed. Laura will be requesting a burn permit from the County for the HOA and David Shavor will check into the cost for a mobile water tank. Laura will be coordinating a weed burning event proposed for the weekend of January 8/9. Please contact Laura Giannini for details.
Firearms shooting: David Shavor mentioned recent gunfire nearby his home. Firearm shooting is not allowed in the sub-division.

OLD BUSINESS:
Sherry Malone provided an update on the Adopt-a-Highway program. She met with the new manager of the Abiquiu Inn regarding the project initiatives. The new manager said she would forward the information to upper management.
Road Committee provided an update on the work Dave Segura completed on Buffalo Trail. Buffalo Train (Unit 15) has been leveled and restored, however, without applicable rain, the surface is not yet compacted. Culverts ends have been excavated and should allow flood water to run through. Talks continue as the team will be focusing their attention on road surface erosion prevention and repair efforts.
Dave Shavor continues to use his old drag equipment to smooth HOA roads as he considers replacing the current drag with a more efficient implement.
It has been decided to replace the Read Bluff street sign that went missing at the bottom of Rocket Launch. Cindy will order a new sign and work with Dave and Leonard to have it installed on the post with the Rocket Launch sign.
We are still working on getting an administrative back office audit completed before year end.
NEW BUSINESS:
In New Mexico, the residential district speed limit is 30 mph. In rural areas like ours with dirt and gravel roads the speed limit to drive safely is considerably less. It has been reported drivers on our roads are well exceeding a safe speed when driving through the sub-division. Not only is speeding dangerous, it significantly reduces the integrity of the road. It is unlikely putting up more signs on our roads will help so we are hoping everyone takes heed and please slow down. The speeding issue will be reevaluated at the next meeting and we will decide whether to install speed humps in high speed areas or take a different approach to resolve the problem. No body likes speed humps so PLEASE slow down.
It was mentioned a 10.9 acre lot on Buffalo Trail (Unit 14) is FSBO. Assessor parcel# is R040789. If anyone is interested please contact Becky DeClair for details.
New officers are needed to fill board member vacancies for 2022. Seats coming available are President, Vice President, Secretary, and Treasurer. Terms are generally 2 years. If you would like to volunteer for one of these opportunities and be an active participant in the planning and administration of the HOA please contact any current board member. Elections for new board members will be conducted at the December 2021 board meeting.

OLD BUSINESS:
Road Committee Report and Bean Creek Rd. & Arroyo status. The arroyo is still holding up and in good condition after a couple Spring rain showers. It was acknowledged the culverts still need to be cleaned out and some tractor work is required to blade the roads to maintain road water runoff. Recent wind and heat have been brutal and have delayed planned road maintenance projects. Andy McWhirther and Mike Stotts both volunteered their time to help out on the Road Committee.
The Board approved $5,000.00 spending to purchase road base material from DTT. Dave Shavor and Leonard will schedule with DTT for delivery as soon as we receive some rain. If we don’t receive the rain we need we can look into the possibility of hiring a water truck. Once the Road Committee puts together a work plan for culvert repair on Rocky Bluff they will submit an estimate for tractor work.
Leonard installed a video surveillance sign on one of the HOA road signs. The next time he goes to Lowes he plans to purchase 6-12 replacement road reflectors for the HOA.

NEW BUSINESS:
Recently the Read Bluff street sign went missing that was located at the bottom of Rocket Launch. Since there is another Read Bluff street sign at the top of Rocket Launch we decided to replace the missing sign with a new one that reads “ROCKET LAUNCH”. Dave Shavor suggested we also install a caution – blind hill sign near the north end of Pinion Rd. He will order and donate the sign to the HOA.
Jill mentioned the solar lights on the HOA entrance sign don’t work as good as they use to and should be replace or added to. Cindy agreed to purchase 2 additional lights and purchase and replace the batteries in the old lights.
Dave discussed the need to replace/improve the drag hardware he uses to smooth the HOA roads. He will work on getting a quote for the work.

OLD AND NEW BUSINESS:
Road Committee Report and Bean Creek Rd. & Arroyo status; The Road Committee provided a summary of 2020accomplishments and plans to continue to order road base material to maintain the HOA roads. When we can apply material depends on when we receive enough moisture (rain). It was agreed we need to reduce the size of the hole on the down stream side of the El Rito Creek bridge with rocks to help mitigate erosion on that side of the bridge.
The grading work in the arroyo alongside of Bean Creek Rd is in stable condition. Since we have received no substantial rain, therefore it is yet to be determined if grading is a long-term solution to deter flooding. We will continue to monitor the arroyo and re-evaluate as necessary.
Sherry Malone delivered an update on the Adopt a Highway DOT program – New POC is Mike at the Abiquiu Inn.
Jill delivered an update on her involvement with the Department of Trans-portation regarding efforts to reduce trash and drug needle disposal along Abiquiu roads.
Cindy to follow up with Debbie George regarding back office accounting audit.
NEW BUSINESS:
The group discussed a member inquiry regarding sub-dividing property located in Unit 14. Cindy will respond to member’s request.
Dave Shavor volunteered to coordinate a culvert clean-out project as our culverts have filled with debris. This effort will probably also tie in to the work required at the bridge (see above).
David Shavor and Art Dana will plan on meeting with members in an effort to acquire assistance to drag the HOA roads. They will also conduct a follow-up status meeting to obtain a timeline on construction plans with the members who purchased land in Unit 15 last year.
Tracy McBride will coordinate a tumble weeds burning project to help reduce road-side weed buildup.
Pete Gianniny requested we replace missing or damaged road reflectors. It was proposed and approved to purchase additional reflectors if necessary. Dave may have a few we can use as well as some video surveillance road signs we can
install.

Road Committee Report and Bean Creek Rd. & Arroyo status; David Shavor presented an update to the recent work completed in the arroyo adjacent to Bean Creek Rd. Permission was granted by the landowner, Ann McDaniel, to re-route water path by trenching new pathways in arroyo. We have not received enough rain since the trenching to determine if this is a liable solution to mitigate potential flooding of Bean Creek Rd.
Installation of Private Road signs on HOA maintained roads. Leonard and Cindy Valdez installed 9 signs on Buffalo Trail, Ft. Delfina, and Pinion roads.
PVOHOA Roads Committee: We have communicated with DT&T Sand and Gravel to deliver 10+ loads of road material as soon as we have received the necessary amount of rain required for material placement. Prior to delivery the road committee members will be out and about inspecting the HOA roads to determine which sections of roads will receive additional road base.
NEW BUSINESS:
Becky relayed concerns from Tracy McBride regarding tumbleweeds along HOA roads. She would like to request HOA property owners to schedule a clean up day to cut and burn tumbleweeds. Sherry said she could check with Brian at the Abiquiu volunteer fire department and see if he would be willing to provide a fire truck onsite that could provide water should we need it. It was also discussed about making a donation to the fire department for providing the truck
Tracy also provided to Becky information regarding helicopter evacuation insurance. If anyone is interested in this insurance, please contact Tracy McBride.
Sherry Malone discussed an Adopt a Highway DOT program – POC is Brenda at the Abiquiu Inn.

OLD AND NEW BUSINESS:
Report on neighborhood trash pickup status. Jill Coursin to remind waste management official about Apache Trail head illegal dump site.
Bean Creek Rd and Arroyo status: David Shavor provided status on our request to Rio Arriba County for assistance. The County refuses to offer any support to repair or provide improvements to the arroyo or Bean Creek Rd. Napoleon Garcia has not responded to our support requests.
Dave Shavor reviewed a road repair proposal he received from Dave Segura. The proposal to trench the arroyo and build up part of Bean Creek road would cost the HOA $19,375.00. Mr. Segura would be agreeable to accept installments should we choose to accept the proposal.
The group continued to discuss alternatives to Mr. Segura’s proposal. It was agreed we should not give up on demanding the County assist with flood control prevention work on the arroyo. Sherry volunteered to contact Napoleon in the June/July time frame to attempt to get on the County Commissioner’s (Danny Garcia) agenda. Dave Shavor will meet with Mr. Segura to develop a new plan to take to Napoleon for proposed arroyo work.
The group discussed purchasing road signs to help discourage non-residence drivers from accessing HOA roads.
The group discussed reserving HOA funds for emergency road repair should we encounter a flooding disaster like we did back in 2014. Since the majority of HOA funds is designated for road repair anyway we did not feel we needed to create special funding for flooding.
PVOHOA Roads Committee: The group agreed to add an additional $2,500 to the $2,500 already allocated to fund applying new road base to HOA roads. We need a revised plan that prioritizes the sections of road with the most need. We will work with David Tainter from DT&T Sand and Gravel to deliver road base contingent upon weather and COVID-19 issues.

Old Business:
Bean Creek Rd and Arroyo status: Stance on DOT’s responsibilities regarding the arroyo was reviewed. A discussion about other options included implementation of Gabion wall type flood prevention. Questions is what would be the cost. Dave Shavor will follow up with Napoleon Garcia from Rio Arriba Public Works in January about obtaining their assistance in routing the arroyo water flow away from Bean Creek rd.
PVOHOA Roads Committee: David and Leonard reported on the delivery of 10 loads of road base from DT&T Sand and Gravel. We have enough procreated funds ($2,500.00) to order an additional 10 loads of road base. The Committee members will meet and decide which sections of HOA roads are in most need for material then place an order for delivery. If any property owner would like to order additional material say for their driveway, they should contact David or Leonard to obtain a quote. Cindy Valdez proposed we offer a “match program” where for every load of road base material a property owner is willing to purchase for HOA roads in Units 14/15, the HOA would match with an additional load. Proposal was tabled until next HOA board meeting.
Trash Report: Jill reported she and her Trash Ninjas collected 794 bags of trash not including approximately 45 additional bags retrieved in preparation for the Abiquiu Art Tour event. Well Done! Sherry reported she was unable to confirm there is an active County wide trash ordinance. People should continue to report trash violations to the waste management authorities.
New and Ongoing Business:
Dave Shavor asked if it would be possible for Leonard Valdez to use his tractor to help shape areas of the Hwy 554 road entrance onto Bean Creek road to detour water flow from running down the middle of Bean Creek Rd.
Tracy McBride mentioned the possibility of obtaining a community burn permit from the County so we can burn road side weeds.
Laura Giannini offered to burn weeds on her property taking advantage of a “burn fence” used to secure weeds during burning. With so much community road maintenance and flood prevention work to be done it was proposed we organize work parties on weekends when weather permits. Laura Giannini would like to replace/add hay bales to areas of our roads where needed to mitigate road corrosion and requested the Valdez(s) to assist.
Neighbor Tom McCann mentioned to Leonard Valdez he would like to make and use a road drag to help maintain some of the road to his property. Leonard will advise Tom to contact Dave to discuss.

Old Business:
Bean Creek Rd. : David Shavor contacted Dept of Transportation regarding efforts to address flooding of arroyo adjacent to Bean Creek Road. His prior contact at DOT had resigned. David met with the DOT replacement to determine whether DOT has any responsibility for the flow of arroyo water. It was determined DOT is only responsible for 40 foot breadth of water flow under the 554 highway and nothing else.
David explained how the flow of arroyo runoff water impacts Bean Creek Rd and Lot #1 and he recommended we pursue installing a Gabion wall as discussed at the last meeting. David plans to contact Napoleon Garcia from Rio Arriba Public Works to negotiate a plan that can be implemented to mitigate a possible flooding situation that would wipe out Bean Creek rd. David will look into obtaining a quote for a Gabion wall. It was also agreed we would follow up with written documentation of any and all future meetings with the County in an effort to maintain vigilant in pushing the County to accept responsibility for ensuring safe road access to the subdivision.
PVOHOA Roads Committee: Leonard Valdez provided an update on the work the Committee completed which included surveying roads in Units 14/15 to identify sections of the roads that require immediate attention. Leonard met with David Tainter from DTT Sand and Gravel and obtained quotes on material and delivery costs of base course road material. (1” base course $11/Ton, $75 delivery fee for 15 Ton dump truck load). In most cases a 4” base application is required. 3” base is recommended for the area on either side of the Bean Creek Rd. bridge. Leonard Valdez proposed we budget up to $5000.00 to the road enhancement project. David Shavor second
Water is a necessary requirement when applying base course. Once we receive a substantial amount of rainfall we will contact DTT and request they begin delivering material.
Board Member Elections: Cindy Valdez sent out notices and ballot forms for nominations to all HOA members. We received no nominations or any feedback from members. It was decided Art Dana would remain as HOA President. Leonard Valdez would remain, as Vice President, and Cindy Valdez would continue as Secretary and assume Treasurer responsibilities reliving the current Treasurer. Leonard Valdez also volunteered to serve on the Architectural Committee. We will hold elections again at the next Annual meeting in September 2020.
New Business:
Jill Coursin continues her efforts to keeping our neighborhood trash free and promoting community pride. She has been instrumental in working with the County and Transfer Station on the clean up of an illegal dumpsite on private property across the hwy from the Prado Valley Ranch entrance. This particular dumpsite could be seen from the highway and had started to spread towards the arroyo. David Shavor and David Vargas loaded up and hauled several loads of trash from this site to the Transfer Station. Thank you Jill, David, and David for your efforts and support.
Other dumpsites on private property have been identified and reported to the County. The County has contacted property owners, however, they are not able to enforce cleanup. Sherri Malone will see if there is a County trash ordinance that can be enforced when dumping is occurring.

Old Business:
- Several members met with Napoleon Garcia from Rio Arroba Public Works to discuss Bean Creek Rd. and its proximity to the arroyo as well as the layout of the culvert under Hwy 554. Mr. Garcia thought a Gabion Wall might be an option to mitigate future storm damage to Bean Creek Rd from the arroyo and he referred David to engage DOT in discussions on what can be done. So far DOT has been unwilling to engage with us but David will continue his efforts to drive our concerns forward.
- There was some discussion regarding access to a tractor and road base material for future subdivision road maintenance. A committee, led by Tracy McBride, will research local businesses for road material and services and provide a proposal to the Board for additional roadwork in the subdivision. (Road Committee: Tracy, David S., Leonard V.)
- It was decided not to pursue installing a security gate at the entrance of Prado Valley Ranch due to not enough members in favor of the project. Without the support of the community putting up a security gate is cost prohibitive. Instead, property owners are encouraged to implement their own security systems such as signs, private driveway gates, and video cameras on their property. David Shavor has a couple surveillance signs he will be installing within the subdivision.
New Business:
1. New – NM Senate Bill 150 – July 2019 – Compliance Discussion Summary
We will be scheduling the PVOHOA annual membership meetings in mid-September beginning this year, 2019. An attempt will be made to host the annual meeting off-site (Rio Arriba Rural Event Center) and on a Saturday in hopes to boost meeting attendance. Email notification will be sent to all members with the meeting information as soon as available.
We plan to elect/re-elect board members and committee members at the annual meetings. If you are a resident, in good standing, of PVOHOA and would like to submit your name as a potential board member please contact PVOHOA Secretary Cindy Valdez, clvaldez@windstream.net before July 19th, 2019 and we will add your name to the ballot. We will only send out ballots for proxy voting if we have more than one volunteer for any one position.
a. Board seats are: President, Vice President, Secretary, and Treasurer.
b. Architectural Committee consists of up to 3 members.
We will hire an independent certified public accountant (CPA) to perform an audit of records within the 3-year requirement period. Debbie George will work with Treasurer Tracy McBride to organize records in preparation for the audit.
2. Discussion regarding delinquent membership dues
It was agreed to proceed in identifying delinquent accounts and begin the property lien process. Owners of property with membership dues more than 1 year in the rears will be notified and issued an “Intent to Lien Notice”. These members will have the opportunity to bring their accounts current prior to filing with Rio Arriba County. Property owners who purchased their land prior to December 2001 and have not paid dues are exempt and will not be part of the dues collection process. Security Gate Project proposal prepared by Joshua Valdez was handed out to all present members. Jeff Moya and Joshua Valdez provided an overview of the proposal and addressed questions presented by HOA members.

Old Business:
David Shavor has made several attempts to contact Rio Arriba County Public Works agent Napoleon Garcia to arrange a follow up meeting to discuss concerns regarding the arroyo that parallels Bean Creek Rd. Mr. Garcia has not made himself available. Jeff Moya offered to put in a word at the County for the HOA in hopes of prompting a return call.
Continued Business:
Road Maintenance: The HOA spent $2,400 for road base that was applied on sub-division roads since the last HOA meeting. The application was not nearly enough to make much difference after the recent weather. It was proposed we investigate other road base options from local business DTT Sand & Gravel. Jeff Moya recommended we consider a 2” minus product which is heaver and will provide a stronger road base. A meeting is scheduled for Monday 3/18 at 11:00 am hosted by David Shavor and Jeff Moya to discuss material options and review road conditions. Laura Giannini presented a road map of Unit 14/15 roads indicating priority areas in most need of additional work.
New Business:
Proposed security gate at the entrance of Prado Valley Ranch. Becky DeLair proposed we provide an open HOA meeting, off-site, for anyone from Prado Valley Ranch (HOA members and Non-HOA members) to attend. This will allow people who have a vested interest in the sub-division an opportunity to voice concerns and opinions regarding the implementation of an entrance gate. All agreed. Laura Giannini volunteered to visit the Rural Event Center on Hwy 554 to inquire about reserving a meeting room for some time in March or April
Dave spoke some about alternative security options such as video surveillance cameras people may want to consider installing. Cameras provide real time notification of activity as well a video log when activated.
HOA Officers:
No one volunteered to replace current and acting board members. Sherry nominated Art Dana for President, Art agreed, Dave seconded, all approved. Pete nominated Leonard Valdez as Vice-President, Leonard agreed, Sherry seconded, all approved. Cindy Valdez and Tracy McBride will retain their chair status as Secretary and Treasurer respectively.
HOA Management Outsourcing:
Cindy Valdez provided a summary of her research to outsource PVOHOA management services to a New Mexico service provider. It was determined outsourcing was not cost effective for the Association.
Due to a longer than usual meeting we were not able to address all agenda topics. A follow-on board meeting is scheduled for March 27.

Old Business:
Kudos was given for a job well done on the Bean Creek Hill road maintenance project.
Bean Creek Road Adoption Petition: Update – Napoleon Garcia, Director of Public Works at Rio Arriba County reported our request to have the County adopt Bean Creek Rd. was rejected. Although this was very disappointing to hear, we still have another option to peruse. Dave Shavor is planning to meet with Napoleon the week of December 10th to discuss having the County work to re-route the current flow of the arroyo which parallels Bean Creek Rd. in an effort to divert run-off from flooding Bean Creek Rd.
Road Maintenance: Four loads of road base course material were distributed on several locations of Buffalo Trail that were potentially hazardous. It was agreed additional road base should be provided on Corona Rd. Dave Saugro is planning to retire and will not be providing road material once all the available material located at Trujillos in Abiquiu is gone. Tracy motioned to purchase new road base now. It was agreed we would purchase 6-8 loads (~ $2000.00) of new material. Pete Giannini volunteered to do a road inspection to determine where the road base would be of most benefit. Debbie George proposed if $2000 wasn’t enough to cover the
Dave Shavor stated Rock Bluff has a road deterioration spot of concern and recommended at some point a culvert be installed to mitigate further damage. Additional material should also be applied to fill dips in the road before and after the bridge on Bean Creek Rd.
Ft. Delfina Rd and El Rito Estates Traffic: It was observed that El Rito Estates traffic on Ft. Delfina road has been light. Probably due to the dry weather and alternative routes into and out of the El Rito Estates community being used. Some drivers still use Ft. Delfina so we will continue to observe and monitor usage.
New Business:
Tracy McBride motioned to remove the “No Dumping” sign located at the entrance to Bean Creek Rd. Motioned was denied because it serves as a reminder to potential dumpsters, we do not want trash dumped in our community.
Jill Coursin presented a very passionate report about her “From the Ground Up” community outreach trash removal program, aka Trash Yoga. If interested in joining the project, please contact Jill for details.

Old Business:
Bean Creek Hill maintenance was completed under budget since we did not require the use of a water truck.
Bean Creek Road maintenance petition has been submitted to Rio Arriba County for adoption consideration. We are waiting for feedback from the County. Dave Shavor will make some calls and update us with status.
Ft. Delfina and Bean Creek Rds: Tracy and Jill met with Dana Chodzko to discuss Prado Valley Ranch private road usage by El Rito Estates home owners and those in units 13 and 16. We would like to continue efforts to engage with our neighbors and solicit resources to assist with the upkeep of private Ft. Delfina and Bean Creek roads which are frequently accessed by the El Rito Estates comm unity. Jill and Tracy plan to telephone as many El Rito Estates members as possible to inform them of the necessity of maintenance of subdivision roads. If we are unsuccessful in receiving road maintenance donations from El Rito Estates drivers we will reconsider installing a gate which will defer access to Ft. Defina Rd from the arroyo. During October – November we will be monitoring the amount of traffic on Ft. Defina Rd. to get a better idea of usage by El Rito Estate drivers.
New Business:
Bean Creek Road funding: The Bean Creek Rd. fund was used to pay for the Bean Creek Hill restoration. In order to replenish the money set aside for Bean Creek Rd. we are considering allocating a percentage of membership dues specifically for the maintenance of Bean Creek Rd. How much a percentage has yet to be decided.
General road maintenance: It was advised that we restore bar ditches on all the subdivision roads before winter weather conditions make it too difficult to work. Tracy motioned, Jill second, and all voted to allow Dave Shavor to rent a tractor and start work immediately.
Membership dues invoicing: We have implemented an electronic online payment option which will allow HOA members to electronically pay yearly association dues. The design and payment process were discussed and we agree we would begin using the online system for invoicing 2019 membership due collection.

Old Business:
Dave Shavor relayed information regarding a meeting he had with Dave Segura to discuss needed road repairs to the Bean Creek hill. They believe it will be a day’s work to
- 1. Manually remove large rocks from the hill
- 2. Pack hill after rock removal
- 3. Dispense 4 dump truck loads of base course material (and water)
- 4. Pack hill again
Estimated material costs are around $960.00
Discussion proceeded by attending members regarding the hill repairs and funding source. Funding would be primarily provided by the Bean Creek Fund plus HOA fees.
All members in attendance agreed to start the Bean Creek hill repair project as soon as possible as we cannot predict seasonal rain fall for the foreseeable future. So far, we have received little if any rain yet this year. Dave will coordinate with Dave Segura for July 14th as a proposed start date on the project.
Becky DeLair plans to contact Paul Luhman to obtain water truck services for the project and cost for the service.
Track McBride moved to start road repair project for Bean Creek hill. All seconded.
Discussion continued regarding a proposal to provide signage at the entrance of Bean Creek to alert the community of proposed road work.
Misc Business:
Road signs – Tracy and Becky found a sign company who can make a custom road sign, 18” x 24” for $75.00 each. The sign(s) would be requesting drivers to maintain a slow rate of speed while traveling on private roads in the Association, Bean Creek Rd included as tenant’s in common. This topic lead to discussion about Tenant’s in Common liability and do we need to consider any legal issues that may result as a consequence of installing road signs on private roads. Scott Andrews volunteered to check with Rio Arriba County planning & zoning for their comments and recommendations on the issue.
It was agreed to table the road sign topic until liability concerns are addressed. If we agree to move forward, we will ask for two members to develop appropriate verbiage for the sign(s) and provide a quote from the sign provider.
Lost & Found – Jill Coursin found a neighborhood watch sign that needs to be put back up at the entrance to Bean Creek Rd. She also found a beige colored plastic trash can lid. If anyone is missing one it is currently at the Valdez’s house. If not claimed it will be disposed of.
Emergency Call List – Jill requested a current “Emergency Member Call List” be provided to PVO HOA members and the HOA president be the POC for reported emergency or potential concerns regarding HOA properties. Cindy Valdez will work with Tracy to update and distribute an emergency call list to HOA members. – discussion continued about investigating neighborhood watch options –
New Business:
Dave Shavor began discussion about the opportunity to buy/lease a John Deere model 950, 40 hp diesel tractor w/implements to be used for Prado Valley Ranch HOA road maintenance use. Tracy proposed we do an annual road maintenance cost analysis to determine whether the expense of obtaining a tractor, and associated maintenance and operations costs is a good investment for the Association. Also, since the HOA is prohibited by statutes to own equipment, the purchase/lease of tractor would have to be worked out. Dave agreed to provide pictures of the tractor and a purchase/lease proposal to the members and Tracy agreed to provide a maintenance cost report from previous year’s road work. Once all reference material has been received and reviewed by interested members a vote will be required to decide whether to move forward or not.

David Shavor recommended two areas for additional road maintenance and/or

and additional material on the hill near Jim Gregory’s house plus a couple
places near the bridge over the El Rito river. Members agreed to
allocate approximately $200 for the necessary road repairs. Additional
road maintenance concerns were discussed.

Tracy McBride informed the group of some nice road speed limit signs she saw in
another sub-division near Youngsville. The signs posted a speed limit of
20 mph when traveling on sub-division roads. It was proposed that similar
signs could be purchased or locally constructed for Prado Valley Ranch
roads. Tracy said she would try to take some photos of the signs
for members to review. Cost for sign implementation is a concern.
Becky mentioned a sign shop in Santa Fe that may be worth checking into.

Treasure’s report: Tracy reported our current balance is about $1500.
There is $260 in the Bean Creek fund.
Old Business:
Annual dues letter will go out mid-January. The Annual dues are due in
Mid March. Becky and Tracy will send the letters.
Dave contacted planning and zoning. The county has determined they don’t
have anything to do with the arroyo. They will not put the HOA on the
commissioner’s agenda because, according to Dave Garcia, there is no history of
the county dealing with the arroyo previously. Dave will continue to
hammer away at this and see if he can get someone to come see and hear our
situation.
Tracy suggested we get a committee to work on this issue.
Jill is willing to create a report to submit to the county for evidence of the
severity of the situation.
Rocket Launch took 3 loads of base course. It was hoped we could put one
of the loads on Bean Creek however, they were all needed for Rocket Launch.
The road is in good shape right now.
Tracy did talk to the insurance people. Our policy has to be
rewritten. It will be here in a couple weeks. The cost is about
$1500. We barely have that much so we may need to hold off on road
repairs. One option might be to make quarterly payments. Tracy is
suggesting we don’t do any road repairs until dues monies come in in early
2018.
New Business:
Road base near the bridge on Bean Creek needs to be replaced. Dave
suggested we send a letter asking for a $50 contribution to the Bean Creek fund
from those who use Bean Creek. We could purchase several (5?) loads of
base course to reinforce at the bridge and the hill. Addresses will come
from the previous mailing.
Becky asked about putting a gate at the entrance of Bean Creek.
Complications associated with a neighborhood gate were discussed. Tracy
suggested we could put a sign up stating these are private roads for the use of
homeowners and their guests.
A vandal painted over the ‘creek’ portion of the Bean Creek. Dave cleaned
the paint off the street sign.

Quarterly Meeting Minutes, July 15, 2018
Meeting: called to order 4:35 at Debbie George’s house.

It was moved by Sherri and seconded by Leonard that the minutes for the March 15, 2017 meeting be approved.
Treasure’s report:
Tracy gave the treasure’s report. A close estimate of the ending balance is $2418.75. See attached report
Old Business:
Dave reported on the Rocky Bluff road repair. Debbie said the road is great. The budgeted amount was exceeded because the culverts (10 feet longer then original guess) and road base were more then the approved amount. Also, there was an extra cost to compact the road giving more stability. There is still some venerability at the arroyo that crosses the road.
Dave is still looking into new blades for scraping the road. He did adjust the blades and they are working better for now. The blade Debbie is donating is usable with modifications.
Cindy suggested we clean out the debris left on the support of the bridge over El Rito creek. She is willing to take her horse down and pull the debris out. Tracy suggested we clean out tumbleweeds on our own roads to keep the population down.
Dave suggested Monty come and clean out the bar ditches and clear out the tumbleweeds. We would have to pay him and there is no estimate at this time. Dave will look into an hourly rate from him. Tracy moved we get an hourly rate from Monty to use his skid steer to clean out the bar ditches. From there we can figure out how many hours we can hire him for. Sherry seconded. It passed unanimously.
Tracy reported we can go back to the previous insurance company to renew our insurance. It will cover the directors as well as those passing through the HOA on the roads. It will be about $1500 a year. Sherri moved we get the insurance that we previously had at the rate of $1500 so the directors and HOA are covered for liability. Tracy seconded. Passed unanimously.
Roger was keeping up the web page. Cindy has taken that job over. Becky will send her the March minutes so she can get up on the site.
Dave reported that the county commissioners are not willing to deal with the arroyos. He is having trouble getting the county to understand the importance of correcting the situation. He stated we have a legal case (911 calls) and that we need to come up with a draft of the case we plan to present. There was discussion as to whether it is more prudent to get on the agenda or come up with a draft first. Dave said the folks on 155 blasted the commissioners with complaints, they finally fixed the road and perhaps we need the same kind of campaign. He said it will cost about $25,000 to bring the road above the arroyo. Dave will find out where the next commissioner’s meeting is (TA or Espanola) and email everyone.
As per the covenants, a member not in good standing is not eligible to serve on a committee. Cindy volunteered to sit on the architectural control committee.
New Business
Dave gave some history about the Prado Valley Ranch sign. It was suggested we hold a work day and clean up the entrance as well as pull tumble weeds, Debbie suggested we repaint the Prado Valley Ranch sign and hang it on 4X4s at fence height (not overhead as before). Cindy and Leonard will take the sign to their house and work on it. A workday is set for August 5 from 8:00 until finished.
Becky reported Quiana Frost has 13.26* acres of land for sale if anyone is interested or knows of anyone who might be.
The next meeting will be at the home of Dave and Sherry on September 20 at 6:30.

Prado Valley One Homeowners Association
Quarterly Meeting Minutes, March 15, 2017
Meeting: called to order at 6:50 at the home of Leonard and Cindy Valdez.
Attending: Sherry Malone, Dave Shavor, Roger and Linda Firestone, Peter and Laura Giannini, Cindy and Leonard Valdez, Debbie George, and Becky DeLair
It was moved by Sherry Malone and seconded by Peter Giannini that the minutes from the January 5th, 2017 meeting be approved as written.
Treasure’s report:
Tracy was not present at the meeting. Documents were submitted prior to the meeting stating we have a current balance of $9620.30 in the HOA fund and $115 in the Bean Creek Road Fund. Report attached to original minutes.
Old Business:
Dave Shavor will contact Ian, Dana and others to go to the county planning and zoning for arroyo help. One idea is to put in a rock jetty to stabilize the arroyo along Bean Creek Rd. He will need a couple months to organize this.
There was discussion about putting in signs stating these are “private roads, not county maintained”. Roger will look into these. Carlos, Hebe, and Austin said they are willing to donate to the road funds because they drive through the HOA to reach their houses. Laura also said several of the El Rito Estate folks are willing to donate to road base/gravel to fill in potholes on Ft. Defina.
New Business:
There is a quote for $5200 from David Segura to reshape and crown the bar ditch for 1200 feet along the Rocky Bluff between the George’s drive way and Firestone’s house. Dave and Roger will look at a couple places to put culverts. Pete moved we allow $5200 for Roger and Dave to spend. Dave seconded and it passed.
Dave reported the scraper needs new blades at a cost of about $100 each. The previous ones lasted 6-7 years. He will report back on a price. Debbie said she has a blade she will donate. Dave will look into it.
Pete and Laura reported they put up a neighborhood watch sign and it was spray painted over. The 2 near it weren’t touched.
Pete, Laura, Cindy and Leonard obtained some hay bails that had gone bad and put it on Rocky Bluff and Buffalo Trail in the arroyos to stop erosion.
We were reminded that the architectural committee needs to respond as a committee, not as an individual, as per the covenants, in order to protect the individual.
Linda and Tracy had looked into insurance for the PVOHOA officers and found some for $1500. Becky will take over for Linda and Linda will give information she collected to Tracy and Becky.
Roger tendered his resignation (attached to original minutes) because the Firestones have sold their house. Nobody present is able to take on the responsibilities of being president at this time. Roger will check with Jerry Kenyon (not present at the meeting) to see if he is interested.
The next meeting will be at Debbie George’s on June 24th at 4:00 followed by a bar-b-que picnic.
